Packaging EPR overview
The Packaging EPR module answers one question for the packaging you place on the market: what do I owe, in which nation, and why? It reads the products, packaging, volumes and markets already in your workspace, joins them live to the regulatory brain, and produces a fee position and a set of obligations - market by market, with a citation and a confidence label on every number.

What it produces
From the same underlying data, the module gives you:
| Output | What it tells you | Where you read it |
|---|---|---|
| Fee position | Estimated EPR fees per market, in each market's currency | Reading your EPR position |
| Per-market breakdown | Packaging tonnage and fee for every market you sell into | Reading your EPR position |
| Fee detail | The cited rate behind a market/material line, and eco-modulation | Fees & eco-modulation |
| Obligations | Registrations, reports and payments due, nation by nation | Nation by nation |
| Honest gaps | Products you have shipped but not yet described packaging for | Reading your EPR position |
How a figure is built
Nothing in your position is invented. Each fee is assembled deterministically from three inputs and the brain's cited rates:
- Packaging - each product's packaging is broken into components, and each component carries a material (mapped to the brain's material taxonomy) and a per-unit weight in grams.
- Volume - how many units of that product you placed on each market over a period.
- Rate - the brain's newest in-force fee rate for that market and material, with its unit (per tonne, per kilogram, per pound or per item), its validity dates, its citation and its confidence label.
The engine multiplies weight by volume to get the tonnage on each market, prices it against the cited rate, and sums the result per market. UK figures then have RAM 2027 eco-modulation applied from the pack's recyclability rating - see Fees & eco-modulation.
:::info Every figure is labelled Each market's fee carries the worst confidence of the rates behind it - confirmed, illustrative or estimate. A figure you cannot trace is a figure you cannot defend, so the label and its citation travel with the number everywhere it appears. See Confidence & citations. :::
Honesty about gaps
The position is only as complete as your data, and the module says so plainly. If you have recorded sales (volume) for a product but have not yet described its packaging, that product contributes tonnage the engine cannot price. Rather than quietly under-count your fees, Oblifee raises it as a blocker - "shipped without packaging" - and points you straight at the products to fix. See Reading your EPR position.
